Fenton City Council has approved a rezoning for the old fire hall property, where the Fenton Fire Hall restaurant will be moving in. Council adopted the planning commission’s recommendation, to change the zoning for 301 S. Leroy St. from Parks/Cemeteries to Central Business District/Planned Unit Development. The new zoning fits in with the rest of the downtown, said Assistant City Manager Michael Burns, also Downtown Development Authority (DDA) director. Change in federal grant program delays project; council and DDA members believe splitting project over 2013 and 2014 would harm businesses.
It’s official — Fenton’s Streetscape project will begin in early spring 2014. City council approved the Downtown Development Authority (DDA) recommendation, to have the construction take place over one season instead of two, and to wait until 2014 to try to secure up to $1.5 million in grant funding. DDA Director Michael Burns, also assistant city manager, said the DDA has been working on Streetscape since 2010. It intended the project to begin this spring and for construction to take place in 2013, but the federal government changed how a grant program Fenton applied for is set up. City holds community brainstorming session at A.G. Schmidt Middle School on Wednesday; council to discuss strategic planning in January, mayor says.
Approximately 120 to 130 residents gathered on Wednesday evening at A.G. Schmidt Middle School to share their vision of Fenton in 2018. Ideas included improving walkability, demolishing the old Topps fruit market building off Caroline Street, a trolley loop, and an improved or new library. City council members led six groups in brainstorming ideas, as Mayor Sue Osborn, City Manager Lynn Markland and facilitator Dr. Lew Bender circulated. City employees helped record the ideas, and then Bender asked for each group's top picks. Many people mentioned demolishing the vacant fruit market building and adding a parking structure or another feature there. Layne Schupbach, of Fenton, said it could become home to an ice rink. The Fenton Downtown Development Authority (DDA) could pay $500,000 to $1.5 million more for the Streetscape project, if construction begins in spring 2013, DDA Director Michael Burns told city council on Monday. Because of changes in federal funding, the Michigan Department of Transportation (MDOT) has been delayed in confirming a $500,000 grant for Fenton, as MDOT explores how the new grant program works. In addition, while the city is waiting to begin Streetscape, it could apply for up to 80 percent of Streetscape road construction funding from the 2014 Genesee County Transportation Improvement Program, Burns said. With colder weather on the way, the Fenton Planning Commission is recommending an ordinance on ice rinks in residential areas to city council. John Jones, the property owner who built an ice rink in the Andover Woods subdivision in Fenton thanked the commissioners for acting quickly, saying the proposed ordinance is a framework that people can move forward with. The city placed a temporary ban on ice rinks in residential neighborhoods. If it doesn’t move forward, there will be a lot of unhappy little skaters, Jones added. Changes in the market occurred several years ago, and Pine Creek in Fenton wasn’t completed as a housing development. With changes in the Planned Unit Development (PUD) agreement for the site, it can be developed as the Fenton Wellness Center, a rehabilitation facility for the MediLodge group. The Fenton Planning Commission has granted its approval for the preliminary PUD amendments, and city council is the next step, said Zoning Administrator Brad Hissong. Two coyotes were removed in the past year; council member says there are some behind Meadow Pointe in Fenton.
Twenty-one woodchucks, 12 cats, four skunks, four foxes, two coyotes and one badger. Over the last year, Wildlife Management and Rescue, of Flushing, live trapped and relocated 44 animals from the Fenton Water Plant property, said Department of Public Works (DPW) Director Daniel Czarnecki. The city paid $2,500 for the year of service, to live trap and remove animals that are making homes in the fenced area behind the water treatment plant, around the lime lagoons and the storm water retention ponds. The animals were causing a nuisance and burrowing into the ground around the water treatment plant, compromising the integrity of the ground around the plant, Czarnecki said. The Fenton Planning Commission is scheduled to discuss a proposed rezoning and site plan review for the restaurant going into the old fire hall on South Leroy Street, at the planning commission meeting next Thursday. The owners of the Clarkston Union Bar & Kitchen, in Clarkston, have an agreement to move a new restaurant into the location. They hope to start construction inside the old fire hall building before the end of the year, said Fenton Downtown Development Authority (DDA) Chairman Craig Schmidt.
